Sir,
Your report under Cir. 6, Ser. 1866 has been received.  In it you make a general statement that complaints have come to your office of assaults being committed on freedmen by whites, of some being cut by knives, beaten with sticks &c other general acts of violence are recited, but no particular case is given.  It is therefore directed by the Asst. Comr. that you make a full and explicit report, giving the names of parties on whom these acts of violence have been committed, and the names of those committing such acts.

I have the honor to enclose herewith a copy of a report from F.M. Kimball, A.S.A.C. Bur. R.F. & A.L. at Lawrenceville, Va. in the case of Dr. W.W. Lewis, convicted by the Civil Courts of conspiracy to incite the colored people to insurrection against the whites, and sentenced to imprisonment for seven years in the penitentiary.  I most respectfully recommend that Dr W.W. Lewis may be pardoned believing him to be a proper person for executive clemency.
