Referring to that part of  your report under Cir. 6, Ser. 1866, relating to the excessive intemperance existing among the  freedmen at Yorktown, the Asst. Comr. requests me to express his desire, that you should make strong efforts to organize temperance societies among the colored people, and hopes by your next report, to learn of its success.
