Major,
The Asst. Comr. directs, that in accordance with authority contained in an endorsement, dated Dec. 1. 1868, from War Dept. Bur. &c., you will expend the sum of Seventeen hundred and fifty (1750) Dollars for repairs upon the building of the Agricultural Department of the "Hampton Normal & Agricultural Institute" situated at Hampton, Va., the above repairs to be paid from the appropriation now in your hands. 

This expenditure is based upon an application of S.C. Armstrong, S.A.C. 5. S. Dist. Va., dated November 23. 1868, on file in this office.
