The Asst. Comr. has been unofficially informed, that the strict exaction of rent from the freedmen at Wise Farm, will cause great hardship and suffering this winter among them. He therefore directs, if the report is correct, that you will not force the payment of rent from those on whom it would bring want and suffering.

Dear Sir,
On the 11th August last, I addressed a communication to you requesting your affidavit of the circumstances of the loss of a lighter belonging to Alexander Foreman (cold).

I shall be greatly obliged if you will furnish the affidavit requested in order that Foreman's claim can be submitted to the "Court of Claims" in Washington. The affidavit should be sworn to before the Clerk of a Court Record under seal. The expenses for the execution of the affidavit will be borne by Foreman.
