I am directed to call your attention to the fact that the City Councels have appropriated $1000 to other orphan asylums in this city and suggest that you make application for an appropriation for the same amount for the asylum under your charge. This application might be handed to Mr. Washburn.

Sir,
The Asst. Comr. directs that you report the exact names of the Justices - who tried the cases of Robert F. Rice, white, charged with the shooting of Jacob Powell, col'd, and Robert Doswell, white, charged with the murder of John Lewis, colored - with the facts in reference to each individual, if any, which would operate to disqualify him under the 14. amendment to the Constitution of the U.S.
