Dear Germain:

I am enclosing herewith a memorandum which we have prepared to show the principal changes in the Income Tax for 1938 compared with 1937.

We decided that the most practical way to set down this information was to give the definitions for the various classes of income (or losses) as you will have to enter them when you compute your Income Tax.

Because of the changed provisions as to capital gains and losses, I think that the problem merits your attention because it may affect your investment policies during the balance of the year.

If any part of the memorandum is not entirely clear or if you would like to discuss the way in which it may affect any investment program, please call upon us.
