Dear Carl:

As you readily imagine and realize, I share in your feelings towards France and know only too well the ordeal this country is going through.

However, If I am not contributing to this so very worthy cause of American Aid to France which is the subject of your letter of February 14, 1947, it is for the reason that I am already very substantially contributing directly to various organizations and individuals in France.

I am sure you will understand my position.
