Dear Mr. Seligman:

I answered today your cable: ZURICH UNPAID and I am surprised that no payment was effected. I only can explain it, that Mr. Drack knowing that you are in Europe is delaying the remittance until your return? As soon as payment is received I shall cable you: DEFRANCE PAID.

I am enclosing herein my letter to J.P.M. which I will not date until received with your signature. I am also enclosing copy of my letter to Mr. Rottier in answer to his of June 15, of which you received copy (from him). I will date this letter before mailing by the end of this week.
