D C Rugg Sub. Asst. Comr. Huntsville Sub. District, comprising 10 counties, with a scattering colored population, reports (11) eleven schools, one (1) destitute neighborhood of 50 pupils, no visits to schools, no efforts tending to further educational matters, as yet, public sentiment favorable to educating the colored people, assistance necessary until the country becomes more prosperous.

Bvt Major James Gillette. Sub. Asst Comr. Sub Dist of Mobile, comprising Five counties, with a limited colored population outside of the city of Mobile, Reports Seven day & night schools, 7 school houses, no educational meetings held, Daily visits to schools, Thinks schools might be organized in each county, provided native teachers could be obtained, but northern teachers would encounter much bitter opposition,  The purchase of Emerson College lately, by the Gov't and the American Miss. Association has placed the colored school enterprise upon a basis that commands the respect of the community generally, and efforts will soon be made to induce the Mobile City School Board, to establish primary schools in those wards having numerous colored
