SUB-ASSISTANT COMMISSIONER'S (OR AGENT'S) MONTHLY REPORT on Education of Freedmen and Refugees in Sub-District, State of Alabama, in charge of Bvt Maj James Gillette U.S.A. for the Month of July 1868, [in accordance with order contained in Circular No. 5, Bureau R., F., & A.L.]

1. Name of your Sub-District? Mobile 

2. Whole number of Refugees or Freedmen's Schools in the District? 5 Day? 5 Night?  Sabbath? about 12 Known 

3. Location of Schools? All in Mobile limits

4. Whole number of Teachers? 7  White? 2  Colored? 5 

5. Names and post office address of Day-School Teachers? Mr. Howard Hall, G.B. Clark, Jno. W.E. Thomas, Stephen Dallas, and Mrs. J.A.B. Mayna  Mobile, Ala.    
 
6. Whole number of School-houses for Freedmen in your District? 11   Their condition, capacity, value and by whom owned? They are owned or leased by teachers to whom the Bureau pays rent, except Emerson College which is owned by the Bureau and A.M.A. Zion School rent paid by E.D. Taylor, Pastor, and Stone St. School owned by B.H. Jones        

7. Number of your visits to Schools? 2   Day?  Night? 2   Sabbath? - 

8. Number of educational meetings held by you during the month? None   Where? 

9. Number and names of places, now destitute, in which Day-Schools might be organized? In Mobile Co. 5 viz. Citronelle, Whistler, Mt. Vernon, Grand Bay & Spring Hill. In Baldwin Co. 2 - viz. Montgomery Hill and Blakely. A good teacher is needed for the School House already erected in that County        

10. Number of pupils (estimated) who would attend such schools? About 4000 would attend in Mobile County, 1000 in Baldwin County 

11. Amount which would probably be raised by the Freedmen, for Schools purposes, in each destitute neighborhood? The Freedmen outside of Mobile cannot raise a dollar for the support of schools. They are living very precariously and have accumulated no money. 

12. What efforts are you making to secure the support of schools by pupils, parents, boards of education, or the State government? 

13. Whole number of additional School-houses, for Freedmen, now wanted in you Sub-District? To all the points mentioned in answer to "Ques 9" except in Mobile where churches are used and are ample. 

14. Could you organize your Sub-District into School Districts, each with a school Committee pledged to carry on Schools therein? This cannot be done. The School Board has ample power here, and in Baldwin Co. the whites are indifferent, and the colored people too poor to effect this.

15. To what extend would help from without be needed in such cases? 

16. What is the public sentiment as to the education of the Freedmen and Poor Whites? In the City of Mobile the sentiment has ceased to be one of opposition. The intelligent acquiesce in the opinion that circumstances now demand the education of the enfranchised race.    

17. Are Night-Schools for Adults needed in your District? Yes   In what way could they be carried on? A competent and enterprising Teacher could, from Oct 1 to May 1, organise and carry one a very remunerative School. It would be very popular. In Summer it would be impractical owing to short nights and heated weather. 

18. What more can this Bureau do for educating the children of Refugees (or Poor Whites)? Absolutely nothing. They are opposed to the Bureau except to receive its rations  
 
19. How long will Northern charitable aid be needed for Freedmen and Refugee Schools of your District? Until a State School System is put in operation, reorganising the establishing
