Transcription Notes:
I just noticed that the owner of the school building in this record appears to have the same prefix or first name as signee Hampton and wondering if this is an abbreviation of Frm for Freedman, or Mr. for Mister. It is a nearly identical marking between names and noticed on other pages.
Its Wm. for William.
