Thus Capt. Lacey through the ignorance of the Negro and confounding of the names has to bear the responsibility.

Capt. Lacey as also Lieut. Stevenson have had some personal matters of a disagreeable nature with the colored Delegate to the Convention, from Lynchburg, and are not on good terms, and as I was informed by many of the Colored People he does not speak well of Capt Lacey, Lieut Stevenson or the Freedmens Bureau.

Other small matters of a personal nature which I learned had been matter of complaint, and were of such a nature that I consider it inimical to the interest of the Bureau to notice them.  I should therefore recommend that "no change be made at present" and that they remain in the respective offices to which they are assinged.
