misuses them. This Capt Lacy through the ignorance of the Negro and confounding of the names has to bear the responsibility.

Capt Lacy as also Lieut Stevenson have had some personal matters of a dissagreeable nature with the Colored Delegate to the Convention from Lynchburg and are not on good terms. And as I was informed by many of the Colored People he does not speak well of Capt Lacy Lieut Stevenson or the Freedmans Bureau - other, small matters of a personal nature which I learned had been matter of Complaint and also of such a nature that I consider it inimical to the interests of the Bureau, to notice them. I should, therefore recommend that "no changes be made, at  present" and that they remain in the respective offices to which they are assigned -
