Ned Horton, to shoot. When the case was heard by Lt. Stevenson, he received [[strikethrough]] only [[/strikethrough]] mainly exparte statements on the side of the murderer and the instigator, and when a prominent gentleman appeared to testify to what he knew and to introduce reliable witnesses, he was prevented by Lt. Stevenson, until Genl. Wilcox intervened.

By this it would appear that Lt. Stevenson is a very bad man entirely in sympathy with those who will maltreat and kill the freedmen, and that the colored people have not a particle of confidence in him. It is reported that he used this expression - "Why did you vote for that man Williamson" "and not for Capt. Preston", a rebel, using an indecent expression, not fit for a gentleman. Please see to this General as quick as you can

Very Respectfully
O O Howard
Maj General Comr
