Colonel,

It having been determined by the Commissioner of the Bureau of Refugees, Freedmen &c, to establish Soup-houses at different points, for the economical Subsistence of the beneficiaries of that Bureau, you will please co-operate with the Assistant Commissioner of the Military Department of Washington and other officers and Agents thereof, so far as to cause them to be supplied with the requisite articles of subsistence, sending them to or providing them at such points and to such persons as may be officially designated to you by them.

The articles that it is expected will be principally called for are, Fresh Beef, flour
