The desiccated vegetables and desiccated potatoes do not cost anything.  The meat that is necessary to make the soup good can be got at reasonable prices.  Please not to spare any pains in caring for the poor during these terrible days.  Do not have people who come for soup waiting in the public streets.  It occasions remarks of every kind for and against the colored people.  I have arranged it here so as to prevent that terrible spectacle.  A yard with a floor upon it, for people to stand upon or where they can get under cover, and such arrangements as will let them come and go with great rapidity
