I have the honor to inform you that the 100 copies of the Manual, which you asked for, sealed and franked, have this day been mailed to your address.  I have to submit an apology for the delay; there has been such a pressure of other work in the office since the receipt of your requisition, that it has been impossible to attend to it until to-day.
