I have the honor to request that the appointment of  Mr A.L.  Cassel as a Clerk in this Bureau be revoked to date March 31st 1868, and that Mr. James. M. Black be appointed a Clerk in his stead, at  a salary of $75.00 per month, to date March 31st 1868.
