To guard against the coercion and undue influence that may be bought to bear upon the Freedmen in the coming election, I deem it necessary to increase, temporarily, the number of Bureau Agents in the state. 

I would therefore respectfully request the appointment of Mr. John Burke, as Agent, at a salary of $100 per month, to date April 1st 1868-
