General,
Referring to your communication of 6th inst., in reply to letter from this office of 2nd instant, relative to certain buildings therein specified, dropped from the returns of the Disbursing officer for Virginia, for the month of February 1868, I am directed by the Commissioner to say - 

1st When old and useless buildings, the property of the Bureau, are, under competent authority, torn down, the material should be taken up on the papers of officer accountable for the same, and the building should be dropped.

2nd When such materials are used for repairs or partial construction, under the provisions of Special Orders No 167, BRF & AL, Oct 25, 1867, it should appear affirmatively on the papers of the officer responsible for the property, that they were so used, in which case the material
