I have the honor to acknowledge the receipt of Cir. No 3, C.S, from Bureau Head Quarters, and most respectfully request to be informed, whether the issue of transportation, to sick  dependant Refugees and Freedmen, to hospitals, shall be continued in this District, as I fail to find any special authority for such issue. - The transportation of this nature, heretofore issued, was furnished under the oral authority of the Commissioner.
