Sir:
We, the undersigned colored citizens of the counties of James City and York, having been informed that Mr. D.B. White has been recommended for the position of Freedmen's Agent, for said Counties, hereby desire to say to you that we are very much dissatisfied with such recommendation, and we hope that a man who is so objectionable to the people of said Counties, may not be appointed as a Freedmens' Agent to come among us.  If we are to have an Agent, we ask to  be allowed to recommend Mr. John L. Waterman, a citizen of Yorktown, a man well fitted to perform the duties of Agent, and who, we assure you, will be acceptable to the greater portion of the people, both white and colored.  Mr. Waterman is our choice, and we earnestly request that he may be appointed our Agent.
