General:

I am directed by the Commissioner to request you to render to him your Annual report of operations of this Bureau by the 20th of October next, if possible   Please embrace in it all the material information under the proper heads.

A supplemental and more extended report will be required to enable him to make his final report on the first of January next when he will discontinue the Bureau in accordance with the recent Act of Congress.
