WAR DEPARTMENT,
Bureau of Refugees, Freedmen, and Abandoned Lands.
Washington City, Oct 5th, 1868.

Bvt. Brig. Genl. O. Brown
Asst. Comr. Richmond, Va.

Dear General,
The Secretary of War has conversed with me in reference to the case of Miss Lou Dixon, who has been a teacher in Mr. Washburn’s department. Please have her employed, and pay her, if necessary, as a “laborer” (educational), and have Mr. Washburn take her up among his teachers.

The Secretary thinks she can be kept in the primary department. He sympathises with her on account of her poverty and her willingness to work.

Very truly yours
O.O. Howard
Major General Comr.
