Bureau Refugees, Freedmen and Abandoned Lands,
Head-Quarters Assistant Commissioner, District of Virginia.
Richmond, Va., December 28th 1868.

Major Genl. O.O. Howard

Dear General,

On the 18th inst, I addressed you a communication, requesting the retention of my present force of Clerks until the records of this Bureau were forwarded to Washington, which was returned Decr. 21st 1868, with the information that, "the revocations having been made it was impracticable to grant the request" - At this season of the year it is a very difficult matter to communicate with the remote stations in this State, and in consequence the work will be somewhat delayed. I would therefore ask, that I may be allowed to retain a sufficient force of Clerks after the 31st. inst, to properly conclude the business of this office.

With my present force I think ten days would be sufficient.

Yours truly
O Brown
Asst Comr
