Shenandoah County
Woodstock School

I found a private school taught here by an ignorant colored boy, assisted by a still more ignorant negro preacher named, Carter. They had about fifteen scholars, from each of whom they received a contribution of Seventy five cents (75¢) per month. As thirty or forth scholars could be obtained for a full school, I made an effort to secure the room occupied by Carter, but as their desire to swindle the Government was greater than their desire for knowledge, they demanded eighteen dollars ($18.00) per month, which amt. being more than the building was worth in fee, I refused. No other room could be secured in the place.
