Forwards recommended petition of 42 citizens of Lynchburg proposing that Genl. Howard allow the Revd. J. P. Jay teacher of freedmen a sufficient sum to discharge his indebtedness from rent - the people are so poor that he can collect nothing for his services as teacher.

Respectfully forwarded to Genl O.O. Howard Commr Washington D.C. with request that if consistent with the service the prayer of petitioners may be granted Rev Day is a most worthy man. Application was made for rent for him but at too late date, the order of suspension preventing. His school numbers from 100 pupils upwards. His indebtedness for rent amts now to about $25.00 and yet his receipts are so small as to preclude its payment. I know of no case more worthy of aid than his.
