Sir:
I have the honor to submit the following Report and Recommendation in reply to your endorsement dated the 31st Ult. on the accompanying communication from F.G Shaw, Prest. N.Y. Branch F.U. Commission.

The property referred to in the letter Mr. Shaw consists of a corner lot 60 x 122 feet with two large and well appointed school houses (beside out buildings) accommodating six schools, carefully graded from Primary to Intermediate inclusive. 

The position of these schools with reference to the "Richmond Normal & High School", owned and conducted by the Richmond Educational Association is shown in the diagram on the opposite page. Together these schools make the most complete, and at present, the most useful educational establishment for Freedman in the state. The N.Y Branch F.U Com, erected these buildings, which it now
