States that the Normal School, conducted by their Assn, has now 85 pupils, & is in a highly prosperous condition. It is the only Institution of learning of a higher grade, for 40,000 souls in the city and suburbs. After this year it will be required to give instructions to 125 pupils, to employ one or two additional teachers, with a male principal, & additional furniture will be required. The Institution has an annual income only of $600.
By direction of the Board of Directors he respectfully but earnestly asks the Commissioner to extend such pecuniary  aid to the school as its condition demands, in order that it may become permanent.
