General:
I have the honor to submit the following statement of facts for your consideration, by order of the Board of Director of the Richmond Educational Association. 
  
The Normal School conducted by this Association, has had an average attendance, the present year of eighty five pupils, and is in a highly prosperous condition. It has at its doors, in this city and the suburbs, a colored population of more than forty thousand (40,000) souls, for whom this is the only Institution of learning of a higher grade. 

After the present year it will be required to give instruction to one hundred and twenty five (125) pupils, (which is as many as the building can accommodate) and to employ one or two additional teachers with a male Principal
