But no report of expenses was called for as the new paid to me in advance was considered payment in full, and hence I kept no account of expenses, but each agent was to charge parties applying for help from fifty cents to one dollar for his services  If I had need, such arrangements as are indicated in this bill sent to me it would have cost some fifteen hundred dollars, to do what was proposed. My expenses at Richmond amounted to about $180. dollars. I sent quite a large number to the Agent of the Rhode Island Freedman Relief Society, but many of them refused to remain at their places because they were out of the city and thus subjected me to loss.
