I have the honor to state that Mark L Smith "Col," a fearful cripple, but capable of teaching School, has made
application to me for assistance in  the way of rent, in order to carry on his School, at Drapers Valley, Pulaski County Va. (on the old Baltimore Road, and near Wythe Co. line.) His school has been in operation twelve months, and now numbers 22 Scholars, and will be larger when the weather is more favorable. I would respectfully recommend the sum of five dollars a month, being appropriated by the Bureau, towards sustaining this interest, payable to the Teacher, commencing Jan 1st 1869.
