States that while charge of the District in the absence of the Asst. Comr, it may be necessary for him to visit some point in the State for inspection purposes. Requests instruction whether he should issue the order himself as he does other Special Orders, or whether he should receive general authority from the Commissioner such as has been issued to the Assistant Commissioner
