be required by the Superintendent of Schools and Agents for the payment of bounties will be turned over to them, together with all stationery on hand.  All surplus property will at once be sold by the Disbursing Officer.

Disbursing Officers will immediately settle outstanding accounts as far as possible and their own accounts preparatory to discharge.

Hereafter all expenses accruing in the Educational Department, and for salaries of agents and rent of offices will be paid by the Chief Disbursing Officer in Washington.

Actual cost of transportation to their homes will be allowed discharged civilian agents and clerks, which will be paid at this office by the Chief Disbursing Officer.
