General,
On account of the lateness of the season when the clothing material was received, it was found impracticable to manufacture all of it into garments, I would therefore respectfully ask instructions as to whether the manufacturing of clothing shall be continued, and whether any authority exists for the issue of clothing in extreme cases of destitution?
