General,
I beg leave to state that the appointment made to Virginia, as stated in a communication dated July 31st 1868, of Twenty five thousand Dollars ($25000) will not admit of any enlargement of the Educational work in this District beyond its present limits. I would respectfully ask that the amount of the appropriation be increased to Forty Thousand Dollars ($40,000).

By direction of the Asst Comr you will expend the Sum of (15) Dollars pr month commencing January 16th 1869 for rent of Baptist Church at Deep Creek Va. to be used for the purposes of a Freedmens School  Rent to be paid to Geo Carprew.

The rent heretofore paid Jonah Brown for use of building known as Bute Street, "Baptist Church" Norfolk Va. will cease from January 15th 1869.

This expenditure is based upon an application of Ada W. Smith dated Jan. 4th/69, furnished by R.M. Manly, Asst. Supt. Schools, on file in this Office.
