By direction of the Asst. Comr. you will expend the sum of One thousand (1000) Dollars for rent of building known as the Richmond Educational Association belonging to the Richmond Educational Association, the above amount to be paid to the Association as one years rent, from July 1st to June 30th 1869.

You will also expend the sum of Four Hundred (400) Dollars for furniture for the heretofore mentioned school 

This expenditure is based upon a request of R. M. Manly Secy Richmond Educational Association dated March 1st 1869 and authorized by endorsement of War Department Bureau & Co of March 11th 1869 on file in the office.
