Your telegram of the 31st is received. 

I had a telegram from Genl Graham the day I left Norfolk informing me of the arrival of these persons. I recommended that they should be provided for and returned under military protection to Weldon N.C. Does this plan meet your approval?

General: 
I have the honor to forward herewith a list of all unsold confiscated lands within the State of Virginia excepting a few unimproved farms & lots. 

As shown in the list these lands are all located within the Louden, Elizabeth City, Norfolk, Warwick, Prince William, York, and Fairfax. 

No lands having been confiscated in other parts of the State. 

It is not probable that all would be required for the Freedmen whose former homes were in these Counties, but as thousands from all parts of the State have settled tracts
