General:
I have the honor to forward herewith a copy of an order form Brig Genl Gordon. I do not think the plan proposed by him will act as beneficially upon the Freedmen as that submitted by me to him, a copy of which I had the honor to forward to your Hd. Qrs.  The order of Maj Genl Butler being from Department Hd Quarters, I do not know whether to obey this order.
Will you please direct in the matter.

General,
I arrived in Richmond, last night. No officers have yet reported to me for duty. I enclose herewith documents A.B.C.&D. These statements may seem to you incredible, but I fear they must be believed.

The Mr Pierson whose name you see attached to two of them is a gentleman of the highest respectability. At the breaking out of the war he was at the head of a college in Kentucky, he refers to Secretary Seward and a host of other good Northern names. He says after living in the South twenty years he never saw the negroes abused as they are now.

When the military turn over the care of the negroes to me. I will try to protect them, until then I can do but little.
