should be necessary. Another question arises. I have not received any intimations as yet, that Genl Ord contemplates turning over to me any of the matters that pertains to the Freedmen, and do not know that he has yet received orders to that effect.

The school at Hampton has been kept directly under the control of Department Hd. Qrs, hence Genl Ord  may be disposed to consider any interference unwarrantable. I have felt it my duty to place before you this view of the matter and am now ready to obey promptly all orders that may be received, the reason why I would prefer that the appointment should be temporary is the probability that some Northern Society would soon be glad to conduct the school without any expense to the Government. I also enclose herewith to nomination of Prof W.H. Woodbery [[strikethrough]] of [[/strikethrough]] as Superintendent of colored schools for the State of Virginia. Prof W- has been engaged in the work more than two years, and is the choice of nearly or quite all of the Northern Societies; they will pay him his salary.

General:
I have the honor to report that I have called up Gen Ord and delivered your letter. He expressed perfect willingness to turn over all matters pertaining to the negroes, but says he cannot spare me an officer, states that he has not enough for his Court Martials &c. As no officers are to be obtained in the Department of Va. I would respectfully ask from the War Department for a detail of three Asst. Quartermasters and twenty two officers Captains & Lieutenants. If this number seems too large at first, please send a part of them.
Please include in the list the names of John H. Kealtey 1st Lt. 104th Penn. V. now on duty in Norfolk: and Hospital Chaplain J.T. Ferrell now on duty in Alexandria with Freedmen. I would also respectfully ask that Surgeon H. B. Fowler 12th N.H. Vols, now on duty in this Bureau, be continued on duty in this Bureau. His regiment is to be mustered out in a few days.
