Everything has been as bad as it possibly could be. 

Not knowing how long it would be before a change in Commanders might occur, I thought it best to "do nothing" until all of this long list of grievances could reach or be on the way to Washington. After the last meeting was held, and the latest report made up - I called on Genl Ord. the result of the interview I telegraphed you. He informed me the Secretary of War had ordered him to turn over all matter to the Bureau; I immediately made a verbal request to Maj Genl Turner, Provost Marshall General, followed by a written application, that the care and management of the Freedmen be turned over to the Bureau, this was yesterday. I have not heard from it yet. This morning General Terry arrived. I called on him immediately, he informed me he should not take command until tomorrow.

I hope now for better things. Thank God they had the opportunity to show what their treatment of the Freedmen is - and thank God the prospect of better days, which I trust are at hand.

I have the honor to forward herewith copies of instructions prepared for Lt Merrell as soon as he shall report for duty, which I hope will be to night or tomorrow. I have submitted them to Genl Terry & Turner both of whom approve them - I trust they will meet your approval. The form of contract I intend to submit to a lawyer for such technical changes as may be necessary before having it printed.
