General.
I have the honor to report that it will be impossible for me to make an estimate at present for the amount of provisions, clothing and fuel required for the next quarter, as I have not been able as yet to procure the data to base such an estimate upon. I would therefore ask that the issues by the approval of the Post Commander may be
continued, until the Bureau can be organized. The mustering out of troops - the changes in Military Commanders, the entire absence of anything like a perfect Military organization of the Department, renders any progress slow - I hope to be able now to organize as fast as the Military Districts are arranged and assigned by the Department Commander.
Please inform me when the Quarter begins

I trust you will excuse any tardiness no reports from my office, as I have but one clerk and the necessity of having officers "in the field" has been so urgent, that I have not as yet been able to retain any at my Hd Quarters.
