General,
I beg leave to call your attention to the importance of extension of confiscation in Virginia. There is no disguising the fact that the "natives" will do all in their power to keep out the Yankees and to prevent the Freedmen from holding real estate. I think Genl Terry would be glad to give you his views on this subject if you would ask him. The General is a cool, sagacious observer, and the suspicion of too extensive heels could not be brought against him (although he is all right) as it might against me.

I find the affairs of the Bureau much embarrassed by the mustering out of Officers and men detailed to it for duty.

I do not know how this can be remedied unless more civilians are employed. I suppose Asst. Supts can be borne and paid on Q.M Rolls, but know of no way in which funds sufficient to defray

these expenditures can be raised within the Bureau, unless we are allowed to cut and sell wood and lumber. Will you please direct in the matter.
