others, when these officers have no sympathy with the Freedmen, they are apt to use their power more for the benefit of the former master than for the Freedman.

Reports are constantly coming to be of abuses to the negro by this class of officials. If I discharge them, I have no one to put in their places. It is my duty General to inform you of the fact. If it cannot be remedied, I will make the best "Bureau" I can out of the "Lumber" in my possession. If it can be remedied it will relieve me of much anxiety.

I think we require an Asst Supt for every five thousand (5000) freedmen. At this rate it will require at least Eighty (80) for the State.

We have about twenty five (25) officers detailed as Assistants.

The Sub-Districts are not yet designated. I have written on this subject today.
