Special Order No 404 War Dept dated July 28/65, musters out of the service Capt A. S. Flagg A.Q.M. I had rather lose any five (5) Officers in my department. Cannot the order be revoked? 

Capt Flagg has nine tenths of the Bureau property on his papers.
Please answer.

I have the honor to forward herewith copies of two letters, one from Capt Lacey and one from Capt Crandon in regard to the ejectment of Freedmen from their homes by their former owners.

The case is so fairly stated that I forward these as fair representations of the condition of things in a large part of the State. I have ordered these officers not to allow these people to be moved away at present. Please inform me whether I am doing right in the matter.

I have the honor to forward herewith copies of Letters & Telegrams in regard to the removal of the women and children to Texas. At the date of my first letter to Capt Flagg, it was thought that quite a number were ready to go from Richmond. Some had promised. They have however, since declined going. 

I hear that Genl Ludlow had a list of those who wished to go; and in my last letter to Capt Flagg informed him that such was the case. I sincerely regret this occurrence, but know that I did all in my power to have the parties ready short of going to look them up myself. 

The Bureau has no more faithful officer in its service than Capt Flagg; and I am satisfied that if there is any apparent neglect of duty on his part, it is alone due to the great amount of business on his hands.
