judgement enough to control their sympathies and to comprehend the true relations between the Freedmen and his former master — honesty enough not to defraud the helpless, and education enough to correctly discharge their duties. 

I believe that a full regiment of such men could be raised in the North in ten days. The agencies I would employ would be the various benevolent societies and churches. 

Besides securing the objects contemplated in the organization of the Bureau, I would suggest whether such a regiment would not largely save the Government in Troops.

Magistrates having been appointed in nearly all the counties by the State authorities all matters except those connected with the Bureau, could be left to them, maintaining only such military posts as might be deemed necessary. This place would give a Captain, two subalterns and one hundred men to every ten counties in the State, and by retaining a Quartermaster and Commissary for each of the eight Districts would give one Commissioned officer for about eight thousand Freemen.

I respectfully request instruction on a single point of Circular Order No 13. from your Office. My inquiry relates to the interpretation I am to place on the words "clear proof" in Section III

Does the burden of proof rest with the petitioner and in the absence of contravening testimony shall the oath of affidavit of the petitioner be deemed sufficient to establish the fact affirmed?

I have the honor respectfully to submit the following statement. On July 26 Capt A E. Alvord was by your order relieved from duty as Supt of 5th Dist. On July 27 Lt Col J P. Marsh was appointed to fill the vacancy and ordered to report to me. Under the same date Capt G.A. Armes was assigned to duty as Asst Supt in 5th Dist. and temporarily assigned as Actg. Supt. to serve during the leave of absence of Lt Col Marsh. These orders were all received at my office July 30th.

Under date of July 28 Lt Col Marsh reported to me for duty by letter. On July 29th "Chap" J J Fence was assigned to duty as Asst Supt in 5th Dist and ordered to report to Lt Col Marsh.
