60 On July 30th Lt Col Marsh assigned Chapn JJ Fence to duty as actg Supt: and under the same date informed me that he should avail himself of the ten days leave of absence granted by you. As by your order (Special Order No 35-Par 1) Capt Armes had been assigned to duty as Acting Supt, and in the absence of any order revoking this assignment, I should have recognized Capt. Armes as Actg. Supt. but that I did not know where to address him, and Lt Col Marsh's absence was to be of so short duration - Consequently I received communications from, and addressed coms to Chapn JJ. Fence. Under date of August 10th Lt Col J. T. Marsh reported to me by letter as at his post, since that time however, I have heard nothing from him, and Chapn JJ Fence informs me, this morning, that he has seen nothing of Col Marsh since Sunday 13th of August. You would much oblige me, General by forwarding me any orders that may have been issued from Bureau Hd. Qrs, for the management of affairs in the 5th Dist. as I am somewhat at a loss in this and other matters pertaining to this District.
