I have the honor to report that the Chief Quartermaster of this Dept will not allow Transportation to Freedmen under his present instructions from the Quartermaster General.

The result of this is to prevent the union of families and in many  instances to compel the Government to support wives and children that would be independent of Government Aid if they could be sent to their husbands and fathers.

I would further add, hundreds of Freedmen could be provided with homes in the North if they could be furnished transportation. I would beg leave to invite your attention to a communication from me on this subject dated August 12 1865.

Please inform me whether to order from Bureau Head Quarters, dated August 24 1865, in relations to personal property is to be so construed as to include farming utensils, cord wood and portable saw mills found on abandoned lands, also lumber

that belonged to the so called Confederate Government together with such other property as belonged to the Confederate Army and is needed for the use of the Freedmen. 

This Bureau being in the War Department, I had supposed that the property which "has been used or intended to be used for waging and carrying on war against the U.S. Government" could be taken for the benefit of the Bureau, if not required by other Military Departments, under Section 1st of an act to provide for the collection of abandoned property approved March 12 1863.

I have the honor to forward herewith a roster of Officers and enlisted men on duty in this Bureau on the 1st Inst. 

They are being changed so often by the mustering out of Troops as to render an absolutely perfect one nearly impossible
