Commissioner &c General, I have the honor to forward herewith the Report of Lands in possession of this Bureau in the State of Virginia, for the month of July 1865. I fear it may be incorrect in some respects but I am confident we shall be able to furnish a correct report for the month of August upon the Blanks received from Bureau Head Quarters. Commissioner &c General, I have the honor to report that I am receiving constant applications from friends in the North for Freedmen to be sent to there as laborers. Capt. Wilder reports that thousands can be provided with good homes at fair wages. Please inform me whether I may hold out to them the prospect of these people being sent North by the Government. Commissioner &c General, I beg leave to call your attention to the fact that a large amount of abandoned land is in possession of this Bureau, and the season of renting these lands has now arrived. I have suspected from the actions of the Land Office that these lands would be returned. Will Genl Howard please inform me whether I am to act upon this view of the case.
