I have the honor to acknowledge the receipt of the letter of Mr W. E. Taylor of Norfolk Va to his Excellency the President which was referred to me from Bureau Head Quarters on the 25th inst for report. 

I beg leave to submit the following

On the 1st of October (as soon as I had been informed of Mr Taylor pardon) an order was issued to close up the affairs of the saw mill on his farm as soon as some boards which were much needed for coffins could be saved, this could be done from the lumber already cut  

Again on the 17th of October preventory orders to close up the mill were issued 
The wood which was cut at the expense of the Bureau prior to Mr Taylors pardon, has been allowed to be removed and this is the policy that has been adopted by the Bureau, namely, that wood cut at the expense of the Bureau on abandoned lands in its possession prior to the pardon of the owner, should be considered the property of the Bureau, just as the crops are, and that the Bureau has the same right to remove it after the receipt of the
